If you miss saying Takbīr-e-Tashrīk (الله أكبر الله أكبر لا إله إلا الله والله أكبر الله أكبر ولله الحمد) after a farḍ prayer on 9th Dhul-Ḥijjah (or any day of Tashrīq), the following ruling applies according to the Ḥanafī school:

If you remember before the next farḍ prayer (or within a short time while still in the mosque or at home), you should immediately recite the Takbīr. It is not necessary to repeat the prayer or perform sajdah sahw.

If you remember after the time of the next farḍ prayer has begun (e.g., you forgot after Ẓuhr and only remember after ‘Aṣr has started), then no qaḍā’ (make-up) is required. The obligation for that particular Takbīr is considered expired, and you are not sinful if the omission was due to forgetfulness. However, if you deliberately omitted it, you should repent and seek forgiveness, as it is Wājib (necessary).

After the days of Tashrīq (13th Dhul-Ḥijjah ‘Aṣr) have passed, there is no way to make up any missed Takbīrs. They are time-specific acts tied to the farḍ prayers of those days.
